ASHRA Policy Research (September 2007 - Spring 2009)

Policy analysis research began in the Fall of 2007 with the creation of ASHRA's Policy Working Group. The larger Policy Working Group included three smaller subcommittees: the Policy Map Subcommittee, Data Analysis Subcommittee,
and the Gap Analysis Subcommittee.

The Policy Map Subcommittee produced a listing of available seniors' housing and support services programs (and the policies that underlie them) in a comprehensive policy review document: Review of Programs and Services Related to Seniors' Housing in Atlantic Canada (2008). The Data Analysis Subcommittee analyzed the results from the Atlantic Seniors' Housing and Support Services Survey, along with data from the 15 Focus Groups conducted across the four Atlantic Provinces. The DAS then used these analyses results in conjunction with the information in the policy review document to help identify gaps in Atlantic Canada's current seniors' housing policies and programs at federal and provincial levels (Note: Municipal analyses were determined to be outside of the scope of the ASHRA project).

The Gap Analysis Subcommittee has prepared a draft gap analysis report that summarizes the key policy gaps and the corresponding implications for seniors housing.  ASHRA Co-Investigator and PWG Chair, Dr. Robin Stadnyk, is currently heading up the final phase of this policy research with the Key informant Project (KIP) where input on the gap analysis results is being sought via interviews with housing policy experts from a diversity of backgrounds. This final report provides a detailed picture of the housing choices and supports that are currently available to Atlantic Canadian seniors in comparison with the ASHRA research results on seniors' needs and preferences. With input from key experts (i.e., KIP respondents), this report provides some recommendations regarding the necessary steps toward improving seniors' housing options and services geared to meet the projected demand.
